You could do it for a bridge but also digging land off the bottom too.

It would be cheaper to dig the road deeper underneath.

That's why I said this, you could dig land of the bottom and save in a big way.

Digging deeper screws up the drainage. It becomes the low spot so not only does the truck ski across the water, it also hits the bridge.
